
Mokgwahli David Ramakgwakgwa
EXECUTIVE DIRECTOR: TRANSPORTATION SERVICES
Two words sums-up who Mokgwahli David Ramakgwakgwa is…Hands-on and academic. After recently attaining a Masters’ Degree in Public Management, Mr. Ramakgwakgwa did not stop there. He is currently completing his Ph.D. in Public Management and Governance at the North West University.
He joined Polokwane Local Municipality in 2011 and has since worked in several leadership positions. In carrying out his duties and responsibilities, he ensures sound governance and strong oversight in the interest of the community. His strong work ethic is something he did not develop overnight. A former provisional Chairperson of the Ethics Committee, Mr. Ramakgwakgwa is conscientious and policy driven.
His current role entails leading the negotiations and the capacitation of the local affected taxi industry operators towards the establishment of Esilux. Esilux is a Vehicle Operating Company that will run the Phase 1A operations of Leeto La Polokwane.
Ramakgwakgwa is happy to continue working with others to realize the City’s vision to provide residents with accessible, affordable, and attractive public transport.

Tyson Malete
Manager: Integrated Transport Planning and Operations
Tyson Malete is a Transport Economist and Public Transport Specialist with extensive experience in the planning, operationalisation, and management of Integrated Public Transport Networks (IPTN/BRT) across South Africa and the region. He holds a BCom Honours in Transport Economics and is a Chartered Member (CMILT) of the Chartered Institute of Logistics and Transport South Africa.
He has worked across national and municipal government, as well as within multidisciplinary consulting environments, supporting the delivery of complex public transport programmes. His expertise includes transport planning, route network design, scheduling, operations management, policy development, and cost–benefit analysis, with hands-on experience on flagship projects in Polokwane, Ekurhuleni, Tshwane, Windhoek, and George.
Tyson brings strong knowledge of South African transport legislation and policy frameworks and is experienced in advising authorities on public transport operations, systems, and performance monitoring. He is known for his analytical approach, strong work ethic, and commitment to delivering efficient, sustainable, and user-focused public transport solutions.

Nomfundo Mashele
Manager: Intelligent Transport Systems Modelling
Nomfundo Immaculate Mashele is a Transport Economist with over eight years’ experience in transport planning, public transport systems, intelligent transport technologies, and transport research. She holds a BCom in Transport Economics from the University of Johannesburg and is currently completing her BCom Honours in Transport Economics through UNISA.
She currently serves as Manager: Intelligent Transport Systems Modelling at Polokwane Municipality, where she leads the implementation and management of Automated Fare Collection (AFC) and Public Transport Management Systems (PTMS) for the Leeto La Polokwane BRT system. Her expertise includes transport modelling, route planning, regulatory compliance, data analysis, and transport policy support.
Nomfundo brings strong analytical, leadership, and project management skills, with experience across government, research institutions, and the transport logistics sector.
